Subject: [tanfnet] Update on HHS Waivers; advocates call on July 23 at 2pm EST
As you know, last week, HHS posted an Information Memorandum (IM) and sent a letter to state TANF officials to let them know that HHS will consider waiver requests that include waiving aspects of the TANF work participation rate requirements to allow states to test alternative and innovative strategies, policies, and procedures that are designed to improve employment outcomes for needy families. CBPP is planning to hold a conference call Monday July 23 at 2 pm EDT with state advocates to talk through a range of issues: working with your state agency/executive in promoting waiver, designing approach to the waiver, specific suggestions for approaches, and other ideas. While we will have some updates and advice, we also see this call as a work session where advocates who will be working closely on this put their heads together. We also see this as the beginning of a waiver working group of state advocates that may be sharing more detailed thoughts than would belong on something that goes to the whole TANFnet listserve. If you want to join the call on Monday (or want to be part of the waiver working group), please let Ife Finch (finch@cbpp.org) know and we will share call-in number details.
Since the HHS announcement, there has been considerable interest and excitement among advocates and state TANF agencies about this opportunity to improve the effectiveness work programs for TANF recipients.
In order to take advantage of this opportunity for flexibility and to demonstrate the these waivers are about improving work programs, not undermining work requirements, we think it is important that a number of well-crafted and well-conceived waiver requests get submitted to HHS very soon, and hopeful they will be approved quickly as well.
